The theory as I understand it is that hardware (drivers) and application software are separate concerns here. You should be able to install and run the Minolta software on any new version of Windows. 64-bit versions of Windows can install 32-bit programs. But just because the software runs doesn't mean it can communicate with the scanner; that's the job of the hardware driver, which is where you run into problems. I've been running a Minolta Scan Elite II - also USB (albiet 1.1) and Firewire with Vuescan for years, both with 64-bit Windows 7 and now with Windows 8.1.
